I believe in the power of local activity in Japan. There are many problems about local activity in Japan. There is a big gap-widening between cities such as Tokyo, Osaka and locals such as Fukui,
Yamaguchi. I think if this big gap is removed, Japanes economy will grow up. Of course a home town tax activates local’s economy, but it is difficut to make full use of local charm. Some professors point out that the weak point of Japanese society is in local. In addition, these days, the report said that 896 cities, towns, and villages will be extinct. This is serious problem to Japan. So we have to think about the policy that fixed it’s eye on a point. For example, we should utilize the unoccupied house in the rural community effectively. In my town, the governer changed an un occupied house into commercial facilcties. This had considerable economic effect to my town. However, we must think about rightful claimant of the land. The land without the rightful claimant becomes the thing of the country, but there are relatively few cases in Japan. Therefore, private corporation is necessary. It is necessary for administration, private enterprise to be united with industry. I want to point out that the policy of top-down method usually falls, because only a short-term result is given only by giving a subsidy. There are so many cases that the subsidy to the destrict is a tax loss errand. Of course, there is the destrict utilizing a subsidy effectively. It is important how you spend a subsidy. I think that an entertainment such as Yuruchara Grand Priy gives activity in the local. I love Kumamon. It is a good example that Kumamon brought so vast economic effect to Kumamoto prefecture. I do not think that the subsidy to local administrations is a good way to activate local. I think that one necessary for.local activity is structure producing money continuously. As for the local activity, a population decline has a relation. If the local decline advances, the population decline will advance. It is important to invite a youth. In addition, a youth will get a job and get a child in local area. This is realistic idea. What is most difficut point is job. As you know, there are few jobs that has good salary, good rest, and good welfare program in locacommunity. The Japanes government should help the job appropraiate to each district. Youth going to Tokyo, Osaka, Nagoya, Hakata by the reason of the local not having a job increaces these days.The Japane government should propose a policy introducing local charm into young people. The recent youth often makes a fool of the rural. I know about this idea, but I know a local charm. in order for Japan to survive global world, not only Japanes young man and women should pay more attention to local charm.
