1)Summary
Prime Minister Shinzo Abe offers ￥５　billion in loans when he meets with Philippine president. This support is aimed at facilitating agriculture development in the southern Philippine island of Mindanao-Duterte’s hometown. Dutere stayed in China last week and said Philippine will separate from the U.S. and agreed to practice self-restraint in the South China Sea and hold regular discussions on a bilateral basis in addressing maritime issues.
Japan, a close U.S. ally and the Philippine’s largest trading partner, is seeking to cement ties to the Southeast Asian nation with the agriculture assistance.
Someone said Abe needs to play a mediator and has to walk a tightrope because Duterte will draw a public rebuke from the mercurial leader.

2)Opinion
I did not understand why Abe offered it to the country that is coming harsh criticism for the policy when I read this article. However now I think there must be profit for our country.If my idea is different, Abe should refuse the offer because Japan does not have much money. I am afraid we will be heavy burdened. I do not agree with Duterte’s remarks that disregard a human rights but I know Philippine needs our support so this is difficult and serious problem for Japan.

Summary
China’s currency, the yuan (also known as the renminbi) is being added the IMF’s special drawing rights (SDR). This is a supplementary foreign exchange reserve assets and defined and maintained by the IMF. Dollar, euro, yen and pound are already joined it. IMF acknowledged the advances China has made improve the infrastructure of its financial market. They think the yuan will support the growth and stability of China and the global economy.
However some critics argued this move because the yuan does not fully meet SDR that is freely usable or widely used to settle trade in financial markets.
U.S. republican presidential nominee Donald Trump has said he will make China a currency manipulator.

Opinion
I do not know the world economy but this move was a great shock to me. I have known China’s society gradually grow. Recently I see many Chinese doing some shopping in Tokyo. Always Chinese eats and drinks much in the restaurant at that I work part-time. Surely society advances mean economy developments. However I did not realize it.
Japanese postwar economy advances were helped by big country U.S. but China develop by themselves using their large territory and population. The yen already was gotten ahead by the yuan. I think the future that the yuan become the top currency in the world will come soon.
Japan should take measures against world economy to endure China.

Summary
There were terrorism in Bangladesh in ealier this month and 22 people were killed. The government of Bangladesh decided to ban the Islamic television channnel,Peace TV. Mr Nake is the founder and president of the Mumbai-based Islamic Reserch Foundation,which owns Peace TV. He speeched freely in the TV program so the government think his speech inspired the terrorists. However,he denied an allegation the terrorists were inspired by his speech. Bangladesh’s Information Minister said that ‘administrative steps’ aims for the banning of the cannel.

Opinion
Recently,IS terrorism is the serious problem in the world. The terrorism in Bangradesh shook the world, especially Japan. Because some Japanese were killed by terrorism. You will find IS terrorists everywhere and it is difficult to find them. In the same way, it is impossible to stop their cruel act. Surely it is important to suppress IS but I think restricting the freedom of expression is excess. My discussion partner agreed this dicision by the government.He said it needs so as not to inspire people to be terrorists. I understood his opinión but we have rigts to get information freely and to make our own opinion. We shold keep fighting them on the correct way.

I believe a constitution should not be amended easily. The Abe administration wants to do for the Article 9 of the Constitution . They maintain that the constitution of Japan was enacted 71 years ago so it is old. There are arguments for and against so it is a social problem.
I will tell the reasons for my opinion in three points.
First, a constitution provides sovereignty and it is the supreme law which is not amended by other law, in other words, is a rigid constitution. If a ruler could amend a constitution easily, it would be done at every opportunity and a society would be unstable. A constitution is what you might call a foundation of the nation. Nothing is built on an unstable foundation.
Second, the ninth article provides the pacifism and it is important for peace in Japan. it is established on an regret of the World WarⅡ in the first place. If it were not for this, a tragedy like a war would occur again. Furthermore, it is highly probable that Japan is drown into a foreign war because we conclude treaties with various countries. Surely it is not good that ignore as no concern of ours. I conceive that a support to other country in case of emergency is important. Nevertheless, there are other way of support except a military one, for example, economic, educational and so on. Especially, Japan has notable skills to construct infrastructure and prepare for disasters. We should put it to practical use in that case.
Finally, I have a mortal fear of a restoring a conscription system. If a constitution is amended , the Self-Defense Force of Japan(SDF) would be an armed forces. As a necessity the number of volunteer is on the decline. I can not tell till the times come but the restoring is not improbable. I would not like to go to the front as a soldier and send off my children to war in the future. I have listened many sad stories about WWⅡ.　I never want to experience that.
Therefore, the amending constitution has little advantage for us. Actually, Japan has been not a target by terrorism because is believed to a peaceful country. However, recently many Japanese were killed by it. I can not help but say the pacifism in Japan gradually falls apart. If it goes on this way, the tragic history would repeat itself. That is exactly why I believe a constitution should not be amended.

Summary

This article says Germany’s beer purity low known as the Reinheitsgebot.It was introduced in 1516 and is 500 years old.The decree allows for only hops, barly, water, and later, yeast in ever Stein.More than 1300 breweries(85%)still obey this and produce many differnt types of beer.However someone insits that German beer’s taste is altered.Actually almost good beers with award are from America or somewhere else.On the one hand new breweries try to make some new tastes on the other ones who brew according to the low want to keep the tradition.

Opinion
Tradition is very difficult problem because there is a differnce of opinion,to keep it or to develop a new way.Surely it is important to keep a tradition. However they do not have to avert their eyes from the present condition.If necessary they should grope for a better future.In Japan there are many traditions,for example flower arrangement known as Kadou.It has some strict roles each groups.Nevertheless there are many groupes that arrange flowers freely ignoring the roles.It is a fact that it is popular with not only Japanese but other counttry’s people.Needless to say,the problem facing German brewer is not so easy.The history of 500 years give them grave responsibilities.I do not want to lose a traditional taste of it.Therefore,the conservatives should consider how to regain the popularity and The reformist group should not ignore the tradition perfectly.

Venezuela is at an economic crisis and the current situation, for example the shortage of electric power, is bad.

The president of the country, Mr Maduro decleared a state of emergency for 60 days.He said the reason was that the business elite of boycotting and the U.S. are conspiring to overthrow his government.

The decree gives him extra powers including the right to impose tougher security measures.

This is not allowed in constitutional.

In spite of the opposition-controlled parliament rejected it, the supreme court upheld this decree.

Furthermore the opposition handed the petition to hold a referendum for removing Mr.Maduro from power.1.85m people signed it but vice-president has ruled out the possibility of referendum.

Opinion

I wii express my opinion. First of all democracy in Venezuela is wavering. Constitutional is basically unshakable because it is an important norm for rule and authority. The government must not change its contents easily. When our prime minister Shinzou Abe tried to change the constitutional, many people rejected and it was a social problem. I think the president does not understand democracy. And what is worth in Venezuela he supreme court is manipulated by him. One of the function of a supreme court is to stop a violent of the government.

The petition followed a right procedure so I wish a referendum would be held accurately.

Democracy in Venezuela will get better.
