Second Tesla crash probed in US

A second crash involving a Tesla car occurred in Pennsylvania. The accident is being investigated by the US authorities. Tesla car include technology of autopilot. The first accident occurred in Florida. Tesla said that based on the information they have, autopilot system had nothing to do with the accident. It said that it never received logs containing details, which would indicate wether autopilot was on or off. The report about accident in Florida that was published by NHTSA concluded that both driver and the autopilot system failed to detect a tractor in front of him. NHTSA chief has said that technology such as autopilot needed to be twice as safe as the manual system they replace.

Opinion
I think that new automated technology such as autopilot system has many problems not only in technology. Even though we can clear problems in technology, many problems including that of law remain. To put autopilot system to practical use, we must bring some solutions for problems of law or ethnic. If someone who is driving a car which is equipped a practical autopilot system without keeping his hands on the wheel cause an accident, who should be blamed? Driver? Or a company? I think that if we can clear technical problems, we should not put new automatic technology to practical use until we bring some solution for problems of law or ethnic.
